* MOBILE HOME ASSISTANCE: MUST OWN THE LAND THE MOBILE HOME IS ON AND MOBILE HOME MUST BE ON A FOUNDATION.
* NON-ELIBIBLE COMMUNITIES (population disqualifies): {Cedar Falls, Dewar, Elk Run Heights, Evansdale, Hudson, North Cedar, Raymond, Washburn and Waterloo)
